拜登取消川普打擊孔子學院的政策
Biden Cancelled Trump’s Confucius Institute Rule

美國政府網站顯示,川普總統曾在2020年12月31日,責成國土安全部擬定政策,要求具有「學生及交換訪客項目」資質的美國高校/中小學,公開與中共簽署的孔子學院、孔子課堂合同,否則學校可能失去這個資質(即:不能接受留學生和訪問學者,也就無法開辦孔子學院/課堂)。
然而,拜登上任第六天便悄悄取消了川普總統的這項規定,等於放棄監督孔子學院的透明度,與楊潔篪借對話智庫「美中關係委員會」向拜政府喊話時要美方停止限制孔子學院的精神遙相呼應。
中共在2004年推出孔子學院項目,直言是「大外宣」重要組成部分。2005-2016,在小布什、奧巴馬兩任總統討好北京的對華政策下(尤其奧巴馬),美國大中小學向孔子學院敞開大門,雨後春筍般開了110個,直到2017年2月川普總統上任,就此開始打擊孔子學院,推出一系列有力措施:2018年禁止開設孔子學院的大學申請聯邦資金進行中文教學;2020年認定孔子學院美國中心為「外國使團」;美國的孔子學院數量從110一路銳減至現在的65(另有500多個孔子課堂)。
川普總統用四年時間遏止了孔子學院在美國乃至全世界的擴張,並且在離任前最後的日子,還在快馬加鞭下達指示為美國的國家安全把門,但拜政府所為恰恰相反,向北京對美國的滲透示好。拜登此舉多大程度上遏止川普時期對孔子學院的打擊,還有待繼續觀察。
儘管現在斷言還太早,但聯想到我前天那一帖,賓夕法尼亞大學及其「拜登中心」自2014年來,收受中共近億元金援,而拜登提名的國務卿布林肯正是該中心的前任主管,我的直覺是,布林肯所謂「川普政府的對華政策大體不錯,但我們做法會有所不同」將是一種改頭換面的「接觸中國」,或許比過去更糟。
Hardly do I have any mood to celebrate the Chinese New Year. Why? Biden seems to be taking a U-turn on Trump’s tight rules against the CCP’s Confucius Institutes.
According to the website of the US government, Biden administration has withdrawn a rule put up by former president Trump on the last day of 2020. The rule requires the universities and schools to disclose their agreement with the Chinese Communist Party’s Confucius Institutes, failing to do so the schools could lose the Student and Exchange Visitor Program certification.
Under president Bush and Obama, particularly the latter, the CCP had opened 110 CIs (plus 500+ Confucius Classrooms) on American campuses. President Trump used only 4 years to make the number of CIs decrease to 65.
Now that Biden withdrew Trump’s order to have schools disclose their CI/CC agreements, Biden eases pressure on American schools and so he implies to open doors to the CCP influence and infiltration in America, again.
Given that Biden’s Sec. Blinken was the former director of the Biden Centre in Pennsylvania University which has accepted +93 millions of dollars from China since 2014, I’m almost sure that the Biden administration is applying a new version of “Engaging China” policy, which could be even worse than the previous version.
Now I thank president Trump more than ever. As he said in the farewell speech before leaving D.C., he had laid a pretty good foundation for the new government, and I will have to watch, painfully, how Biden and the forces behind him eat up the foundation of America.
